 What is Changing in the Electoral Legislation


Amendments that bring the electoral legislation in line with the new norms of the Constitution of the Russian Federation were adopted in the third reading. We will explain you in details what is changing in Russian law.


New requirements for a presidential candidate
A citizen of the Russian Federation who is at least 35 years old, has permanently resided in Russia for at least 25 years, does not have and did not have foreign citizenship or a residence permit in the past, can be elected a President of the Russian Federation. The exceptions are the cases when a foreign state or part of it was admitted to the Russian Federation.
A person can be elected a President for no more than two terms. At the same time, this restriction cannot be applied to those who had held the post of the President before the amendments to the Constitution of the Russian Federation entered into force.
 
New requirements for the head of the Central Electoral Commission
A citizen can become a chairperson of the CEC if he or she has reached the age of 30.
 
New requirements for deputies
In accordance with the new version of the Constitution, a revision of the requirements for a State Duma deputy candidate has been made. Now, in order to be elected to the Russian parliament, a person has to reside in the Russian Federation permanently.
Also, the law provides a list of the grounds in the presence of which a citizen of the Russian Federation does not have a right to be elected to the State Duma. Thus, a citizen will not be a candidate unless his criminal record for one of the crimes listed in this document has been removed or extinguished by the day of the election. This restriction is valid for 5 years from the date the criminal record is deleted.
